We thank you for your interaction following the AFRINIC-27 meetings in Lagos, Nigeria although it would be nicer to see more of constructive commentary than personal attacks. 


Following the AFRINIC Policy Development Process as outlined in Article 3.0 of [ http://www.afrinic.net/en/library/policies/1829-afrinic-consolidated-policy-manual | http://www.afrinic.net/en/library/policies/1829-afrinic-consolidated-policy-manual ] , the proposal IPv4 Soft Landing Bis was moved to Last Call period for further input from the community before being passed on for ratification by the AFRINIC board or returned to the mailing list. 


For avoidance of doubt, please see portions below. Emphasis added for the purpose of explanation. 3.4.2 Public Policy Meeting 


The draft policy is placed on the agenda of an open public policy meeting. The agenda of the meeting shall be announced on the Resource Policy Discussion mailing list at least two weeks prior to the meeting. No change can be made to a draft policy within one week of the meeting. This is so that a stable version of the draft policy can be considered at the meeting. * The Chair(s) determine(s) whether rough consensus has been achieved during the Public Policy Meeting.* 

The Chair(s) shall publish the minutes of proceedings of the Public Policy Meeting not later than three weeks after the meeting. 3.4.3 Last Call 


A final review of the draft policy is initiated by the Working Group Chair(s) by sending an announcement to the Resource Policy Discussion mailing list. The Last Call period shall be at least two weeks. * The Working Group Chair(s) shall evaluate the feedback received during the Public Policy Meeting during this period and decide whether consensus has been achieved.* 3.4.4 Approval 


*The Working Group Chair(s) shall recommend the draft policy to the AFRINIC Board of Directors for approval if it has the consensus of the Policy Development Working Group.* The recommendation shall include a report of the discussions of the draft policy and feedback from the Last Call. The draft policy shall be ratified by the AFRINIC Board of Directors.

The proposal draft discussed at the meeting was published on this mailing list on October 1, 2017. Over an 8-week period, that document received one comment (and a +1) stating that the IPv6 reserve be restricted only to new members. 


We duly observed previous comments from those that oppose soft landing and would rather remove restrictions. This concern is addressed by the fact that the IP addresses under discussion were in fact handed to AFRINIC in 2011 under a global policy which equally redistributed the remaining IPv4 pool amongst RIRs (effectively replacing the “on-demand” policy - despite the fact that other RIRs may have had greater need and demand at that time). The policy proposal IPv4 Soft-Landing Bis remains in last call period as earlier announced.

Following discussions by the PDWG community at AFRINIC-27 during the Public Policy Meeting held on 30 November 2017 in Lagos, the following policy proposal has been moved to “Last Call”, starting today 01 December 2017. 

The last call period will be 15 calendar days. 

IPv4 Soft Landing - bis (AFPUB-2016-V4-001-DRAFT07) - moves to last call with the following minor modifications: 
Reword 5.4.7.1 to remove specific reference to “XLAT translators” 
Add “including IDN ccTLDs” to 5.4.7.5.3

The Last Call period will end on 16 December 2017.
