I do not think it will create a war with the other RIRs, they simply won’t engage in transfers with AFRINIC if the transfer policies are
not sufficiently compatible.

A lack of relations is quite different from war.

A lack of relations is like sleeping in separate bedrooms.

War is when you are screaming at each other in front of the kids.

If this policy is adopted, it doesn’t really interfere with the other RIRs rules. It merely renders AFRINIC an island incapable of engaging in transfers with (most) of the other RIRs.

ARIN’s policies already do this. IIRC, the same is true of APNIC. I think RIPE is the only RIR that accepts transfers without a reciprocal policy, but I admit I have not reviewed LACNIC’s in detail and my recall of APNIC’s may not be 100% complete or accurate.
