[rpd] Secretariat PDWG

Dear all,

As aforementioned, I believe that conducting an online election (Option 1)
would do best for the community in the selection of co-chairs as it grants
a every member of the community the opportunity to be part of the selection
and decision process. I still maintain the fact that selection of co-chairs
via a consensus is not the best Option to adopt due to its exclusivity and
how contentious it can be.
