[rpd] Secretariat PDWG

Hello Community,

Without saying too much, I choose Option 1: Co-chair selection by the PDWG
based on an online election.
This is an already tried and trust procedure.

We have struggled to reach consensus on several issues, thus Option 2 will
be inefficient go by.
