[rpd] Secretariat PDWG

Dear community,

As I already pointed out, I believe it would be much more reasonable to
move with Option 1 because it will give co-chair election access to more
members, and they will more easily be able to express their preference.

On the other hand, I object Option 2 (a Co-Chair selection by the PDWG via
consensus) because it could create complications and lead to no results.
