[rpd] Co-chair election process

Je suis d'accord avec Taiwo en ce sens que le consensus doit nécessairement
provenir d'un accord positod global entre les parties prenantes. S'il faut
considérer le vote, ce serait vraiment une chose très délicate que de
s'assurer de qui est derrière le nombre de voix exprimés. Ça ne semble pas
être impossible mais quelque chose de très technique à mettre en œuvre et
demandant un investissement technique et temporel important.
