Bonjour à tous,



En tant qu’auteur de la policy prop-118 à APNIC, je souhaiterais informer
la communauté d’AFRINIC de se sujet qui pourrais aussi devenir pertinent
dans cette région:

Le concept et le texte ne sont pas originalement de moi, la policy de « no
need » ( sans besoin)  vient de la première discussion de transfert policy
à APNIC, le concept a été abandonné lorsque ARIN a introduit sa policy de
transfert inter-RIR, puisque ARIN ne peut que transférer à un registre avec
une « need base policy ».



La communauté de RIPE a aimé l'idée et a introduit le concept du « no
need » avec une petite exception pour pouvoir rester compatible avec ARIN.



La proposition de prop-118 a reçue beaucoup de soutien à la fois dans la
salle et dans la mailing liste, avec une seule objection forte, mais en
raison d'un problème avec le logiciel de participation à distance d'APNIC,
les chairs ont décidé que je devrais retourner sur la liste pour recueillir
plus de commentaires et surtout présenter à nouveau à la prochaine réunion
APNIC.

L'AFRINIC étant en train d'introduire une policy de transferts, nous
pourrions aussi bénéficier d’une policy de « no need » pour simplifier
l'évaluation des transferts dans cette région.



Nous sommes dans une phase beaucoup plus précoces pour la communauté
AFRINIC, et je pense que l’on pourrait générer un peu de discussion avant
de voir comment une policy pourrait être faite pour cette région.

The concept and the text are not originally mine, the no need policy comes
from the discussion of the first transfer policy at APNIC, the concept was
abandoned when ARIN introduced its policy of inter-RIR transfer, since ARIN
can only transfer to a registry with a "need base policy".



The RIPE community liked the idea and introduced the concept of "no need"
with a small exception to be able to stay compatible with ARIN.



Prop-118 received a lot of support both in the room and in the mailing
list, with only one strong objection, but due to a problem with APNIC's
remote participation software, the chairs decided that I should go back on
the list to gather more comments and especially present it again at the
next APNIC meeting.

As AFRINIC is introducing a transfer policy, we could also benefit from a
no need policy to simplify the evaluation of transfers in this region.



We are in a much earlier phase in the AFRINIC community, and I think we
could generate some discussion before making an actual policy proposal.
