Hello,

There has previously been two "competing" proposals a few years 
ago.  I would have to read the mailing list archives again to provide 
all the details.  From what I recall, there isn't much of a 
difference with the "soft-landing" case.  The authors of the previous 
proposals were okay with the way those proposals were handled by the PDWG.

In case it is not clear, a proposal requires the consensus of the 
PDWG if it is to become a policy.  The CEO of Afrinic Ltd stated that 
"soft-landing" may be triggered in the first quarter of 
2017.  According to the minutes of the last meeting, the authors of 
AFPUB-2016-V4-001-DRAFT03 recognize and acknowledge the difficulty in 
getting consensus on either of the two proposals. One of the authors 
of AFPUB-2016-V4-002-DRAFT01 commented that the "issue here is that 
to work together requires mutual trust and a willingness to work 
together" [1].  Can two persons work together if there isn't some 
mutual trust ("confiance mutuelle")?  I don't think so.
