I remember reading a draft policy for Afrinic which were proposed by 
a person who did not reside in Africa.  Nobody said that it was a 
problem.  I have proposed a draft policy in ARIN.  Nobody in that 
region said that it was a problem.

I read the PDP a few times.  I could not find any restrictions.
