[rpd] Draft inbound policy

This proposal may just make sense if we can have an inbound policy and if Ripe has an outbound policy that allows such transfers as well as other RIRs.
The challenge may just be having a good transfer policy that takes care of things as well.
With an inbound policy the extension of life over v4 increases. There is still the challenge of our v4 space in Afrinic region.
By creating the inbound policy we are definitely opening inbound v4 which is again just fine. We certainly need to also establish the core mechanism of handling the space as far as billing is concerned and the management of the space as well as the conditions attached.
Should these not be two way policies?
@Sander : What are the key provisions of the outbound policy in Ripe? or is there a two way policy already in place?
