Hello McTim,

...because like Alain mentions, we are staying with the spirit of existing
policies but addressing the issues not adequately catered for.

So, the goal is to make distribution fairer and keep critical
infrastructure running in the exhaustion phase but still let anyone get
resources if they need them and meet the allocation criteria.
