[rpd] Out Of Region Policy Update

I would suggest that for clarity the policy manual should state the actual date of ratification rather than
merely reference the ratification of the policy.

To wit:

	This policy shall apply to all allocations and assignments made after <date>.

	Note: to policy manual editor, <date> shall be replaced with the ratification date when the
	policy is placed in the manual.

Further, I would propose that we should use the implementation date rather than the ratification
date.
