[AfriNIC-rpd] Draft Agenda for Policy Discussions @ AfriNIC16

Reads: The draft policy shall be available for review for at least
four weeks before the next Public Policy Meeting.
I won't answer for why they stated 11th, but if we count from 17th we
shall arrive at exactly 19th April as four weeks.
