Dear Co-chairs,
I would like to add my support to the observations made by Taye and Alain.
As Last Call nears its conclusion, I believe it is important that the
community gives due weight to concerns that relate to the implementation of
the policy rather than assuming they can be resolved after adoption. A
policy should be sufficiently complete when it is adopted, particularly
where it introduces conditions that affect how resources are evaluated and
allocated.
What stands out to me is that several of the concerns raised are
interconnected. Undefined terminology, broad exceptions, and significant
reliance on administrative discretion all make it more difficult for
applicants to understand what is expected of them and for similar cases to
be treated consistently over time. Good policy should reduce uncertainty by
setting objective expectations that can be applied uniformly.
I also think the alternative approaches presented during this discussion
deserve careful consideration. Whether or not the community ultimately
adopts Alain's MDN proposal, the technical rationale behind it demonstrates
that there are viable ways to address operational requirements while
reducing ambiguity and strengthening accountability. These contributions
should not be overlooked simply because they arrive during Last Call.
At this stage, the objective should be to ensure that any policy adopted is
technically sound, operationally practical, and sufficiently precise to
minimise avoidable disputes. Where substantive concerns remain unresolved,
I believe it is appropriate for the Co-chairs to consider whether
additional refinement is warranted before concluding the process.
