Hi Noah,

 

You said it: proposals aren’t about you, me or anyone else. Are about being fair with a Global community.

 

Having NO reciprocity with the RIR which has been proven to be the major donor (ARIN), is the right thing. Otherwise, you will distort the flow of transfers. Instead of having transfers from ARIN to AFRINIC, there will be transfers from LACNIC/APNIC/RIPE to AFRINIC but then (or before) a transfer from ARIN to that RIR to “cover” the transferred space.

 

Reciprocity with all the RIRs don’t create that distortion.

 

NRO statistics probe what I’m saying: ARIN being the major donor. There is only a recent spike from APNIC because there was a bunch of addresses from WIDE that were returned back to the community (no wonder WIDE has been one of the major organizations involved in IPv6 development and deployment since day 1).

There is reciprocity to other major RIR.

 

The proposals was never aimed or targeted at a specific donor RIR and no proposal should. 

 

NRO statistics show Intra-rir and also Inter-rir transfers across the RIR system and the proposal aims at strategically getting the AFRINIC region on board the train and follows a conservative approach for a reason.
