[rpd] An update from the PDWG Co-Chairs in Preparation of the Upcoming AFRINIC-34

I hope the co-chairs will note that I did not engage in the exercise of sending a flurry of comments at 10 minutes to deadline in order to test how this interacted with moderation and create a legal case for illegal disenfranchisement. I was very tempted to do so, but in the end I decided it was better to let this one slide.
