Exactly.

A policy author in bad faith, in order to try to get the proposal moving on, can:
Withdraw from the proposal if there are other co-authors.
Drop the proposal and ask a friend to be the “author”.

In both cases, he/she can still behind the scenes, work towards the declaration of consensus on this proposal.

It is very easy to manipulate.

And again, where, in the PDP, it says that the co-chair can be enforced to 1 or 2 above? Even if he/she agree on that, there is no way to enforce it. He can be dropped as a co-author in v1 and re-appear in v3. As said, it can be behind the scenes.

Jordi

And who will take up the role of ownership of the said proposal?

Will the said Author as co-chair also spend time gathering inputs for their own proposal?

And how will the said Author turned co-chair argue for their proposal?

Imho, members of the PDWG can choose to participate in the PDP, as WG members, managers (co-chairs) , AC members etc but can't be both, so as to avoid finding one self in a conflicting positions because its not ideal to be both a judge and executioner.

If authors want to manage the WG, then they should withdraw their proposals completely. If someone in the WG likes the idea behind that withdrawn proposal, they can independently submit a new one for discussion.
