[rpd] Eligibility Criteria for PDWG chairs

Dear Colleagues,


Following our communication dated  31 March 2021, we have since received
two comments on the eligibility criteria for the selection of co-chairs:-

  *

    One opposing the list of the eligibility criteria altogether;

  *

    One proposing to amend Criteria G so that it does not exclude policy
    authors.

  

As facilitator, we find it appropriate to inform the Working Group that
the  objective of this exercise is simply to find two PDWG Co-Chairs
pursuant to section 3.3 of the Consolidated Policy Manual following the
outcome of the Recall Committee in February 2021; and upon being
selected, the replacing PDWG Co-Chairs will be called upon to serve the
remaining terms of the respective recalled Co-Chairs.  


The general assessment is that the Working Group finds the list of 
current eligibility criteria acceptable, with the exception of Criteria
G and we therefore propose a rewording of Criteria G so that it is read
as follows -  “The intended volunteer should not be the author of any of
the policy proposals currently under  discussion and if need be, agree
to recuse oneself as author/co-author of any policy proposals under
discussion, or simply recuse oneself from the position as Co-Chairs
pending  his or her proposal being discussed.”


The list of criteria as stated below will now be published on the
AFRINIC website


 1.

    The intended volunteer must be well conversant with AFRINIC’s
    consensus-driven ecosystem, including its Policy Development
    Process; practical  understanding of RFC 7282 is required.

 2.

    The intended volunteer must be accessible and make himself or
    herself available to follow and moderate all policy proposal
    discussions on AFRINIC’s rpd mailing list as well as attending
    AFRINIC Public Policy Meetings whenever they are held (Note: All
    logistical assistance will be provided by AFRINIC);

 3.

    The intended volunteer must have at least 3 years of sufficient past
    and active participative experience on either AFRINIC’s or any other
    RIR’s policy development mailing list;

 4.

    The Intended volunteer must have participated in at least two (2)
    AFRINIC Public Policy Meetings (face-to-face or virtual) in the past
    three (3) years;

 5.

    The intended volunteer must have sufficient capability of
    understanding and interpreting the contents of AFRINIC’s
    Consolidated Policy Manual;

 6.

    The intended volunteer must be able to demonstrate good technical
    knowledge and understanding of the Internet ecosystem. Having 3 to 5
    years of  Internet Protocol related technical experience would be an
    advantage

 7.

    The intended volunteer should  not be the author of any of the
    policy proposals currently under  discussion and if need be, or
    agree to recuse oneself as author/co-author of any policy proposals
    under discussion, or simply recuse oneself from the position as
    Co-Chairs pending step down temporarily as co-chair when his or her
    proposal being is being discussed.

 8.

    The intended volunteer must either reside within or originate from 
    AFRINIC’s service region;

 9.

    The intended volunteer must be able to demonstrate excellent
    presentation and communication skills. 

10.

    The intended volunteer must be endorsed and/or nominated by a
    registered contact of an  AFRINIC Resource Member

11.

    The intended volunteer must not be a staff of AFRINIC or any other
    Regional Internet Registry (RIR)


The call of  interest for the appointment of replacing PDWG co-chairs
will follow.

Chers collègues,


Suite à notre communication du 31 mars 2021, nous avons depuis reçu deux
commentaires sur les critères d'éligibilité pour la sélection des
coprésidents:


  *

    Un commentaire s'opposant à la liste des critères d'éligibilité dans
    son ensemble ;

  *

    Un autre proposant de modifier le critère G afin qu'il n'exclue pas
    les auteurs de politiques.

 

En tant que facilitateur, nous estimons qu'il est approprié d'informer
le groupe de travail que l'objectif de cet exercice est simplement de
trouver deux co-présidents de PDWG conformément à la Section 3.3 du
Consolidated Policy Manual, suite aux conclusions du comité d’appel en
février 2021; et qu'une fois sélectionnés, des remplaçants des
co-présidents du PDWG seront appelés à servir les mandats restants des
co-présidents déchus respectifs.  


L'évaluation générale est que le groupe de travail estime que la liste
des critères actuels est acceptable, à l'exception du critère G. Nous
proposons donc une reformulation du critère G de la manière suivante :
"Le volontaire ne doit être l'auteur d'aucune des propositions de
politique actuellement en discussion et, si nécessaire, accepter de se
récuser en tant qu'auteur/coauteur de toute proposition de politique en
discussion, ou simplement se récuser du poste de coprésident pendant que
la  proposition est en cours  de discussion".


La liste des critères énoncés ci-dessous sera publiée sur le site
internet d’AFRINIC..


 1.

    Le volontaire doit bien connaître l'écosystème consensuel d'AFRINIC,
    y compris son processus d'élaboration des politiques ; une
    compréhension pratique du RFC 7282 est requise.

 2.

    Le volontaire doit être accessible et se rendre disponible pour
    suivre et modérer toutes les discussions sur les propositions de
    politique sur la liste de diffusion rpd d'AFRINIC, ainsi que pour
    assister aux réunions de politique publique d'AFRINIC lorsqu'elles
    ont lieu (Note : Toute l'assistance logistique sera fournie par
    AFRINIC) ;

 3.

    Le volontaire doit avoir au moins 3 ans d'expérience suffisante et
    active de participation à la liste de diffusion de l'élaboration des
    politiques de l'AFRINIC ou de tout autre RIR ;

 4.

    Le volontaire doit avoir participé à au moins deux (2) réunions de
    politique publique AFRINIC (en face à face ou virtuelles) au cours
    des trois (3) dernières années ;

 5.

    Le volontaire doit avoir une capacité suffisante pour comprendre et
    interpréter le contenu du Consolidated Policy Manual de l'AFRINIC ;

 6.

    Le volontaire doit être capable de démontrer une bonne connaissance
    technique et une bonne compréhension de l'écosystème Internet. Une
    expérience technique de 3 à 5 ans dans le domaine du protocole
    Internet serait un avantage.

 7.

    Le volontaire ne doit pas être l'auteur d'une des propositions de
    politique actuellement en discussion et, si nécessaire, accepter de
    se récuser en tant qu'auteur/co-auteur de toute proposition de
    politique en discussion, ou simplement se récuser du poste de
    co-président en attendant de se retirer temporairement en tant que
    co-président lorsque sa proposition est en cours de discussion.

 8.

    Le volontaire doit résider dans la région de service de l'AFRINIC ou
    en être originaire ;

 9.

    Le volontaire doit être capable de démontrer d'excellentes
    compétences en matière de présentation et de communication.

10.

    Le volontaire doit être soutenu et/ou nommé par un contact
    enregistré d'un membre ressource d'AFRINIC.

11.

    Le volontaire ne doit pas faire partie du personnel d'AFRINIC ou de
    tout autre Registre Internet régional (RIR).


L'appel à intérêt pour la nomination des co-présidents remplaçants du
PDWG suivra.
