[rpd] Eligibility Criteria for PDWG chairs

This is a perfectly fine list of recommendations to the group in considering candidate qualifications and I agree
that using it to construct a candidate questionnaire would be useful in helping to consider and evaluate
candidates. However, if it is used to disqualify candidates from nomination or otherwise prevent or intimidate
candidates from running for the office, then it crosses the line and becomes an ad hoc process not permitted
under section 3 of the CPM.

Were these criteria rewritten as an amendment to section 3.3, I would support their adoption as candidate
qualification criteria. However, because that has not yet happened, we must live within the rules as they exist
today and we cannot arbitrarily apply these criteria to discriminate against candidates being placed on the
slate for consideration. As such, I highly recommend that the “list of criteria” be re-titled as a “Suggested
Measurements of Qualification for the Electorate”.

> Le volontaire concerné ne doit pas être l'auteur de l'une des propositions de politique actuellement en discussion ou accepter de se récuser en tant qu'auteur/co-auteur de toute proposition de politique en discussion ;
