[rpd] Eligibility Criteria for PDWG chairs

Hello,

I am totally in disagreement with the recent list of criteria and still
maintain that we (AFRINIC) should work towards maintaining the three core
principles of this internet community: Inclusiveness, Openness and
Fairness. There is already a functional criteria present in the CPM and if
there should be any changes needed, then it should be after the election
with it going though a PDP. All these specifications of years of experience
required is just limiting and narrowing down the option and going against
the aforementioned three core principles of the internet community. People
should be eligible to run for the available position if they think they are
capable of carrying out the duties that comes with being the PDWG Co-chair
objectively. It is left for us to make objective, smart and educated
decision on whom we elect during the election.
Also, not allowing the authors whom their policy proposal are still under
discussion is unfair and bias. It is not their fault that their policy
proposal are still in the discussion stage. This criteria does not make
sense to me.
