[rpd] Eligibility Criteria for PDWG chairs

Hello,
I disapprove of the list of criteria and I still emphasize the importance
of reconsidering the 3 following points: C, D and G because they limit the
access of participation for certain candidates which is unfair and
non-objective. The candidates should be able to participate if they see
themselves capable of managing and carrying out the administrative
functions of PDWG. However, by putting such unfair restrictions we take
part in disallowing potential candidates to run for this position.
Once again, an exact number of the years of experience or AFRINIC attended
events does not guarantee having only well-qualified candidates, just as
not having a policy proposal currently under discussion does not mean that
the next co-chair will be an unbiased, impartial and neutral candidate.
