[rpd] Eligibility Criteria for PDWG chairs

Exactly.

Openness and inclusiveness doesn't mean to have no rules.
We are having all this trouble because of the lack of experience of
previous co-chairs and now there are people with political correctness
that this should be opened to anyone without any criteria.

The output of the PDWG is too much critical to have people with little
or no experience using it for personal learning just to say it welcomes
anyone without any basis. No people in charge must match minimal
criteria and the role of a Co-Chair is too much serious for that.
