Dear PDWG,


As we approach the upcoming Public Policy Meeting (PPM) scheduled for
June 2021, it is in the best interest of both our membership and our
community that AFRINIC’s Policy Development Process is both functional
and stable. 


The AFRINIC Board held a Special Board Meeting yesterday on 25 March
2021, where they assessed the current situation and came back with the
following recommendations:

 1.

    AFRINIC, in its role as secretariat to the PDWG, should continue to
    facilitate and support the PDWG by any means operationally feasible.
    This will enable the working group to select Co-Chairs in accordance
    with Section 3.3 of the Consolidated Policy Manual (CPM), allowing
    the PDWG to function anew; 


 2.

    The PDWG is highly recommended to complete its selection exercise
    for the  Co-Chairs positions by 09 April 2021 8 PM UTC. To
    facilitate this process, AFRINIC, in its role as secretariat to the
    PDWG will issue a Call For Interest consisting of the applicable
    eligibility criteria for potential candidates that will be
    enumerated. These shall include but not be limited to relevant past
    experience, integrity, the ability to act impartially and exercise
    independent judgment when moderating the PDP discussions;

 3.

    In the event that the PDWG is unable to select the Co-Chairs, the
    Board of Directors will have no choice but to intervene, given these
    exceptional circumstances, to appoint two Interim Co-Chairs, from
    the slate of eligible nominated candidates, who shall jointly assume
    the function of the PDWG Co-Chairs until the PPM in the year 2022;


The following timeline is hereby proposed:-


28 March 2021:PDWG to approve Eligibility Criteria


29 March 2021:Approved Eligibility Criteria is published online.

30  March 2021:Open Call For Interest for the appointment of the
replacing PDWG 

Co-Chairs    


01 April 2021:Close of Call For Interest


02 April 2021:Publication of the list of interested candidates on the
rpd mailing list and 

start of shortlisting of eligible candidates for Position 1 and Position
2 by the PDWG


03 - 09 April 2021:The PDWG to select the new Co-Chairs 

10 April 2021:AFRINIC’s Board of Directors is informed of the outcome of
the 

PDWG decision.


AFRINIC will share the eligibility criteria shortly in a separate email
thread to obtain the concurrence and support of the PDWG.

Cher PDWG,


A l'approche de la prochaine réunion de politique publique (PPM) prévue
pour juin 2021, il est dans le plus grand intérêt de nos membres et de
notre communauté que le processus de développement des politiques
d'AFRINIC soit opérationnel et stable.


Le conseil d'administration d'AFRINIC a tenu une réunion spéciale hier,
jeudi 25 mars 2021, au cours de laquelle il a évalué la situation
actuelle et a formulé les recommandations suivantes :



 1.

    AFRINIC, dans son rôle de secrétariat du PDWG, doit continuer à
    faciliter et à soutenir le PDWG par tous les moyens
    opérationnellement possibles. Cela permettra au groupe de travail de
    sélectionner les coprésidents conformément à la section 3.3 du
    Consolidated Policy Manual (CPM), permettant ainsi au PDWG de
    fonctionner à nouveau ;


 2.

    Il est fortement recommandé au PDWG de terminer son exercice de
    sélection des coprésidents avant le 09 avril 2021 à 20h00 UTC. Pour
    faciliter ce processus, AFRINIC, dans son rôle de secrétariat du
    PDWG, publiera un appel à intérêt comprenant les critères
    d'éligibilité applicables aux candidats potentiels. Il s'agit
    notamment, sans s'y limiter, d’une expérience antérieure adéquate,
    l'intégrité, la capacité d'agir de manière impartiale et d'exercer
    un jugement indépendant lors de la modération des discussions du PDP ;


 3.

    Dans le cas où le PDWG ne serait pas en mesure de sélectionner les
    coprésidents, le conseil d'administration n'aura d'autre choix que
    d'intervenir, compte tenu de ces circonstances exceptionnelles, pour
    nommer deux coprésidents intérimaires, à partir de la liste des
    candidats éligibles, qui assureront conjointement la fonction de
    coprésidents du PDWG jusqu'à la PPM de l'année 2022 ;


Le calendrier suivant est proposé


28 mars 2021 :Approbation des critères d'éligibilité par le PDWG


29 mars 2021 :Les critères d'éligibilité approuvés sont publiés en ligne.

        

30 mars 2021 :Appel à manifestation d'intérêt ouvert pour la nomination
des coprésidents remplaçants du PDWG.



01 avril 2021 :    Clôture de l'appel à manifestation d'intérêt


02 avril 2021 :    Publication de la liste des candidats intéressés sur
la liste de diffusion du PDWG et début de la présélection des candidats
éligibles pour le poste 1 et le poste 2 par le PDWG.


03 - 09 avril 2021 :Le PDWG sélectionne les nouveaux co-présidents.

10 avril 2021 :    Le Conseil d'administration d'AFRINIC est informé du
résultat de la décision du PDWG.



AFRINIC partagera les critères d'éligibilité sous peu dans un fil de
discussion séparé pour obtenir l'accord et le soutien du PDWG.
