[rpd] Secretariat PDWG

I like what you say Noah. Thank you for spending the time to gather 
these examples. I too truly want Co-Chairs with clue. This should mean 
people who are actively involved on this list and in the Industry and 
presumably involved with an LIR, that is, appropriately qualified.

However, unless only two volunteers stand forwards to the community and 
between themselves, decide who will serve a shorter term and who will 
serve a longer term, then I think some sort of voting process will be 
needed. Consensus appears to work when there are people gathered 
together - assuming that the only people in the gathering are there for 
the betterment of the PDWG community.

I personally think simple voting is less subjective and less prone to 
the influence of the loud. (e.g. IETF uses a gently "hum" to show 
agreement). It may be the most sensible solution for a "remote" meeting.
