Fernando,

I was just responding to a question asked me, by Sylvian. I was not
thinking for the Working Group, as I do not have such skills. If you
read my email, without following the thread that led to my mail, it will
make no sense.

FWIW ... One person not agreeing or not even participating, just means
that the decision is not unanimous, it does not mean that there is no
(rough) consensus [1].

It is not a good idea to always object because one wants to be
different. When there is no horse in the race, it is always good to let
it go. Some day, you will need others to also agree to your own
proposition, and then hope that they do not want to be different.
