[rpd] PDWG situation without co-chairs

To the best of my knowledge - this has never happened in any other RIR.
It has never happened in AfriNIC before either (PDWG Chair recall - or
equivalent). I have been "involved" with AfriNIC from before its
creation - so certain of my facts regarding AfriNIC.

The nearest that others have taken the responsibility of a PDWG Chair
would have been by myself, in Mauritius at a formal AfriNIC meeting. As
a Board Member, I stood in to work through and Chaired some policies (I
presume there were no Co-Chairs physically present), one policy which
Alan Barrett presented (the author was not physically present). This was
in the early days and I presume at the smaller of the two annual
meetings. This was also at a time when the PDWG process was simpler
(less rules & processes) than it is today, or simply a lot less
political, rather more technically driven?

Thus one might conclude that presidence is the Board will provide for
the interim?

Who takes care of ensuring a profitable discussion in the list for any policy proposal (and we have many in the table), or even ensuring that there is not any abuse or bad behavior during this period?
