Hello,

Speaking about procedures, which have been thankfully brought up by Frank,
I would like to point out a few inconstancies in the CPM.

After taking a look at the flowchart of the Policy Development
Principles *https://www.afrinic.net/policy
<https://www.afrinic.net/policy>*, it is specified that the author of a
policy proposal must submit his policy draft to Liaison at
policy-submission at afrinic.net, whereas in the CPM the procedure is quite
different. According to *section 3.4 “Policy proposals are submitted to the
Resource Policy Discussion mailing list (**rpd at afrinic.net*
<rpd at afrinic.net>*) by the author.”*

Additionally, in the flow chart, the community and the mailing list aren’t
informed about the policy proposal until it is reviewed by the Liaison, but
in the *CPM section 3.4* *“Policy proposals are submitted to the Resource
Policy Discussion mailing list (**rpd at afrinic.net* <rpd at afrinic.net>*) by
the author. AFRINIC will provide administrative support and assist the
author(s) in drafting the proposal if requested. AFRINIC shall also provide
relevant facts and statistics if requested during the discussion.”* Which
basically means that the Liaison interference can occur only after the
policy proposal is submitted by the author on the RPD list.

These inconsistencies should be addressed and taken into consideration
while updating the flowchart, especially that the PDP is solely based on
the CPM and that the flowchart must not be any different from what is
ruled from the CPM. Let me add that the flowchart is just Afrinic’s
interpretation of the CPM, which is used to give more clarification about
the PDP, and in this case this clarification in itself is wrong.

I am inquiring the Afrinic’s staff to clarify the issue and address it for
better and clearer reference, so as to avoid any misinterpretations of
future conflicts due to confusion

Regards,

Wijdane
