[rpd] Reciprocity of the inter-RIR transfer policies

Hi Madhvi,

Thanks for the comparative table. I appreciate the responses from the other RIRs and I hope we will have them, at our policy meetings like before, to brief us about what is going in their region, as well as answering live questions.

Below are my takeaway and some questions to this community

1. Different requirement about what to expect from other region per RIR in the context of a Inter-RIR transfers..
Some are flexible, some are more stringent
⁃ RIPE NCC accept any
⁃ LACNIC does not require reciprocity
⁃ APNIC and ARIN seem to require that substantially the same category of number resources be transferable out.

Q1 how stringent should we be in the region?

Q2 can’t we start with those who accept transferring to us without requiring full reciprocity?

In 2014 RIPE NCC was ruled out from Inter-RIR transfer for the lack of need-based.
They came up with the following:
“For transfers from RIR service regions that require the receiving region to have needs-based policies, recipients must provide a plan to the RIPE NCC for the use of at least 50% of the transferred resources within five years.”

Q3 couldn’t it be possible for the sake of reciprocity, that a region receives back what they offer?
If AFRINIC offer legacy and global resources ( likely to be received from RIPE NCC and LACNIC) get back the same ?

2-with the statistics below:
ARIN with 99 /8 (~69 / 8 legacy) and
APNIC with 53 /8 ( ~ 4.40 legacy)
AFRINIC with 7 /8 ( ~0.5 /8 legacy)

Q4 How would a real reciprocal relationship be beneficial to AFRINIC factoring in other elements as Internet development and financial capabilities?
The resources transferred being covered by commercial agreements

3- Reserved spaces and transfers restrictions

Most regions have transfer restrictions on reserved and special- purpose spaces which is globally accepted.. I.e not transferable at all or transferable about certain years.

Considering that
RIPE NCC was created in 1992
APNIC was created in 1993
ARIN was created in 1997
LACNIC was created in 2001
AFRINIC was created in 2005
And that AFRINIC is still allocating IPv4 in the soft landing phases and currently allocating unlimited /22 in phase 2,

Q5 can’t the regional space ( almost young) be declared “reserved “ and rules on reserved and special-purpose resources applied?
