[rpd] Reciprocity of the inter-RIR transfer policies

Alain,

Interest insight and this is exactly why we must be conservative in our
approach to IPv4 transfers inlight of the fact that we recieved from IANA
the least amount of address space to even think about transfering any of it
outside the region at this critical stage on Internet Development in Africa.

Page 3 of the NRO statistics report below [1] is a clear indication of your
sentiments that we hadly have any IPv4 address space.

Also while looking at recent transfer reports data, 96% of the IPv4
transfers are actually Intra-RIR happening within respetive individual
regions.

Take for example the RIPE NCC graph and to be specific the BLUE line:

Also from the NRO statistics report indicated on pages 7 - 8 the same trend
both within AFRINIC and RIPE

What lessons can the community/working group within our region take from
all the above while we continue discussing the various inter-tranfer draft
proposals before this working group.
