[rpd] Reciprocity of the inter-RIR transfer policies

Dear Madhvi, Dear community;

First, thanks for your diligence and hardworking, and as well the links to the various versions of the currently disputed transfer policy. As Gaby highlighted and as changes has been made to the debated section 5.7.3.1 of the Resource Transfer Policy by the authors in the latest version of the policy, I believe that issue of compatibility with other RIRs will be resolved and thus, move forward. We shall await the latest version of the Resource Transfer Proposal compatibility report for further discussion.
