Apologies . Draft 03 is published on the website at

This was not inferred. Lesson learnt - The exact sentence from the
proposal will be referred to.

As per draft-03 , The text is as follows :- "*5.7.3.1 The source must be
the current rightful holder of the IPv4 address resources registered
with any RIR, and shall be in compliance with the policies of the
receiving RIR, and shall not be involved in any dispute as to the status
of those resources*

The latest version is available at
