[rpd] Reciprocity of the inter-RIR transfer policies

Dear all,

It seems to me that a mistake has been made when requesting the
compatibility verification.

Dear Madhvi, the two links you sent to the two different versions of the
Resource Transfer Policy proposals are completely identical and both lead
to the older version (DRAFT-02). Also in the report it states that the two
proposals are identical, but in fact - they aren't.

This was a problematic sentence in the DRAFT-O2 :“The source must be the
current rights holder of the IPv4 address resources registered with any RIR
and shall be in compliance with the policies of the receiving RIR.”

In the DRAFT-03 this sentence has been changed and goes as follows:
*"*The source must be the current and rightful holder of the IPv4 address
resources registered with any RIR , and shall not be involved in any
disputes as to those resources' status."

Therefore, I would kindly ask you to send a new correct compatibility
request for the latest version of the proposal. Until this is done, there
is no point in further discussion.
