Hi Madhvi, all,



My understanding is that the ARIN comment on this proposal (AFPUB-2019-IPv4-002-DRAFT04 – To be clear, I’m only talking about this one from now on), is only a comment. I don’t really understand it, and I’ve the feeling that they missed reading the section title:



5.7.2 Conditions on the source of the transfer



This clearly states that that section is for the source of the transfer, and ARIN is saying “5.7.2.2 language does not always explicitly state that the source entity requirements apply solely to source entities”



So, in my opinion their comment is incorrect. Can you clarify with them?



If it is me missing something, can you ask them to explain with other wording. Non-native English speakers as myself, can be missing something maybe?



I also understand that they said “this proposal is compatible with or without that clarification”, however, I prefer to clarify it if really needed.



In my next version I will remove the ASN, and I will send a separate proposal for ASN, so to avoid mixing things. I think it may be easeir to reach consensus “spliting” the problem in two proposals. Anyway, the input from APNIC, which was anyway a clarification – I asked already about this, but never got the response – will be good to make sure to have a good new AS transfers proposal.



Regarding LACNIC input, we know that they don’t have ASN transfers at the moment, but it is clear that it doesn’t make the proposal incompatible. Regarding the other comment, I understand that it is just a comment, not stating any incompatibility. Can you please confirm?
