[rpd] Reversal of Consensus on Resource Transfer Policy

Dear Fernando,
Please read your previous email. You have consistently asked that we give
more time to discussions on this policy proposal. You accused us of rushing
to pass this proposal. Based on this, we decided to reverse our
discussion to give more time, *Only for you to start singing another song*.
It is obvious what your intentions are. Please read all your previous
emails. In fact, we co-chair have decided to *Categorically* pick you out
so that the community can see clearly. PLEASE pick ANY of your previous
emails about this proposal and point out ANY of your concerns about this
proposal that has not been addressed by the authors. If you are able to
point out ANY of your previous comments on this policy that is yet to be
addressed we PROMISE to look into it.
We take it from here.
