[rpd] Reciprocity of the inter-RIR transfer policies

Dear Madhvi,

For the sake of not adding a layer of confusion to what is already going
on, it would have been good to compile the responses from all other RIRs
and submit a comprehensive and comparative table.

It would not be advisable that authors engage as you suggested through
pdwg at afrinic.net to further discuss this matter. Let us not turn our PDP
affairs to other RIRs.
We shall not also each be sending a new version of proposal in response to
reciprocity/ compatibility check.
We shall rather rely on staff assessment as per PDP

Afin de ne pas ajouter une couche de confusion à ce qui se passe déjà, il
aurait été bon de compiler les réponses de tous les autres RIR et de
soumettre un tableau complet et comparatif.

Il ne serait pas souhaitable que les auteurs s'engagent comme vous l'avez
suggéré via pdwg at afrinic.net pour discuter davantage de cette question. Ne
tournons pas nos affaires de PDP vers d'autres RIR.

Nous n'enverrons pas non plus chacun une nouvelle version de proposition en
réponse à un contrôle de réciprocité / compatibilité.

Nous nous fierons plutôt à l'évaluation du personnel conformément au PDP.
