[rpd] Transfer Policy

Hello,

This policy has not failed at all, on the contrary, it has received huge
support from the community.

I don’t see why we are wasting more time on futilities and trying to come
up with non valid excuses to as to sabotage the passing of the policy, even
though the whole process was followed thoroughly. The sooner this policy
gets implemented, the better for the region.
