[rpd] Transfer Policy

Can you provide evidence there is a sabotage to the passing of this 
proposal ?

This proposal has been very controversial in several points, has been 
suffering several changes in the very last minute and there is fair 
amount of people that manifested their concern about the way things are 
being conducted to get this to pass at any cost, so why they are asking 
for this be be brought back to discussion as the only way to achieve 
proper consensus which is what the PDP mandates.

It seems in my view there is some blindness about the issues this 
proposal has opened in the intent to have it passed at any cost.
