[rpd] RESOURCE TRANSFER POLICY

Hi everyone,


I have to agree with Oluwaseun and Lucilla, too.  This resource transfer
policy is very much needed, as it is time for AFRINIC to get in the same
situation as all the other RIRs. This policy will help to encourage growth
in the region and will enable smoother business operations.
