[rpd] Co-Chair Election Process

Salam to All,

At this stage and after we experience this awesome democracy, I think it is better to wait until we hear from AFRINIC about the way forward they decided to resolve this issue.
I am sure whatever option put for the community it will be with the required justifications from all aspects including legal aspects.
At the end of the day nothing will harm our process, wither the current chair (which I have no doubt about his good job) or a new elected chair, both will play their role with the continuing co-chair, so IT IS NOT A BIG ISSUE.

Please relax and give our beloveds AFRINIC a comfortable space to serve us better.

What is the legal basis to extend de Co-Chair term if not *during* a meeting, being it in person or remote ?

I do not agree with your summary. There was also an opinion which argued that the election could take place at the next public meeting in September (thus ruling out the likelihood of the outgoing co-chair's term being extended) electronically through an inspired technical solution. devices existing in other regional registries (RIR). Unfortunately, this point of view was not retained in your report, would it be because the partisans of this option were in the minority? or for some other reason?

The Policy Development Working Group requires two co-chairs that fill staggered terms, hence the 1-year term of A.K Oleyede after his election in June 2019 along with Moses Serugo who was elected for a 2-year term in June 2019.

On 16 July 2020, the CEO of AFRINIC requested feedback from the AFRINIC community in regard to how best AFRINIC can proceed with the election to fill the vacant seat of one PDP co-chair in the current set-up of a planned online Public Policy Meeting in September 2020.


AFRINIC community has responded favourably to the request for feedback with about 130 posts for the period 16-23 July 2020 from  34  contributors. Contributors need to be subscribed to the rpd mailing list in order to post their feedback. AFRINIC rpd mailing list counted 789 subscribers as at 30 June 2020.

There have been various propositions from the AFRINIC Community, notably:-

a) Extend the tenure of the co-chair and to hold the PDP co-chair election at the next face-to-face Public Policy Meeting;
b) Extend the tenure of the co-chair  and to hold an online PDP co-chair election within the next 12 months;
c) Hold the PDP co-chair election during the Public Policy Meeting in September 2020;


AFRINIC would like to thank its community for taking the time and effort to make the propositions.

We will assess the feasibility of these propositions and will come back with a plan next week. We will keep you informed.

Le groupe de travail sur l'élaboration des politiques a pour tâche de désigner deux coprésidents, qui remplissent des mandats échelonnés, d'où le mandat d'un an d'A.K Oleyede suivant son élection en juin 2019 et celui de Moses Serugo qui a été élu pour un mandat de deux ans en juin 2019..
Le 16 juillet 2020, le DG d'AFRINIC a demandé à la communauté d'AFRINIC de lui faire part de ses commentaires sur la meilleure façon de procéder pour cette élection pour remplir le siège vacant d'un coprésident du PDP dans le cadre de l'organisation de la réunion de politique publique en ligne prévue en septembre 2020.
La communauté d'AFRINIC a répondu favorablement suite à cette sollicitation avec environ 130 messages reçus pour la période 16 - 23 juillet 2020 provenant de 34 contributeurs. Les contributeurs doivent être inscrits à la liste de diffusion rpd pour pouvoir poster leurs commentaires. La liste de diffusion rpd d'AFRINIC comptait 789 abonnés au 30 juin 2020.

Les réactions reçues peuvent être résumées de manière très générale comme suit :

b) Prolonger le mandat des coprésidents et mettre en place un système de vote en ligne dans les 12 prochains mois
c) Prolonger le mandat des coprésidents et organiser l'élection des coprésidents lors de la réunion de politique publique en septembre 2020

La réunion de politique publique sera à l'ordre du jour du Sommet Africain de l'Internet 2020 (AIS-20) qui se tiendra du 14 au 18 septembre 2020. Le mandat d'un des coprésidents du PDWG (un an) prendra fin pendant la réunion de politique publique.

Le processus d'élection du coprésident du PDWG (voir https://www.afrinic.net/policy/development-working-group#election pour plus de détails) prévoit que le vote se fera à main levée. Toutefois, cette réunion de politique publique se tiendra en ligne.

Nous demandons donc à la communauté de nous faire part de ses commentaires sur la meilleure façon pour AFRINIC de procéder à l'élection pour pourvoir le siège vacant d'un coprésident du PDP.
