Actually, that’s a comment from someone who declined to be involved because he misunderstood the meaning of the terms.

I’m trying to get permission from him to forward his private response to me saying as much.

OK, so what’s wrong with augmenting that with additional fellows?

The combination of your last two statements:

Certainly implies that. Otherwise, how is one to interpret the meaning here?

The only differences I see between the two fellowship programs are:

1. One is sponsored by AfriNIC and the other by Larus
2. One covers only travel expenses, the other provides (in addition to covering travel) an incentive based stipend for participation to help defray other expenses.

Hmmm… It appears one can compare them as I just did.
