[rpd] inputs on IPv4 Inter-RIR policy proposals - AFRINIC

Hello everyone,

I have been thinking why the inter RIR transfer has not been approved the
in AFRINIC region and I wonder if we are going forward or backward.
This is because if we are actually looking at the future, we would have
seen the importance of this policy to AFRINIC community.
Again remember that AFRINIC is the only regional internet registry that
have not adopted this policy.
Moreso, if the policy is actually harmful, I don't think that other RIR
would have adopted it.
We should also remember that is not all country that can allow countries
who practice only intra RIR transfer to purchase IP addresses from them, it
should be a two ways thing in order to encourage and promote the mission of
AFRINIC and it's community of (supporting internet technology usage and
development within it's community).
Therefore, in my honest opinion I urge AFRINIC to please adopt this policy
before it becomes too late.

I?m surprised that the NomCom is not responding. This is the ?good work?
they are doing?



Also, didn?t get a response about how is possible that we are acting
AGAINST the PDP, by not respecting section 3.3, that clearly states:



?The PDWG Chairs are chosen by the AFRINIC community during the Public
Policy Meeting and serve staggered two-year terms.?

Can the NomCom confirm if they have verified if all the candidates are in
the RPD mailing list and they have actually participated on PDP discussions?



Alternatively, if the NonCom didn?t evaluated that, I will suggest all the
candidates to send a clear statement about those points to the list, so all
the community can have a better view of their expertise, which will
definitively help to make a better decision.



I?ve looked to the CVs and only some candidates (I?m not going to mention
specific names, so not to bias anyone) have that information in a clear way.

Hi all,

I wonder if anyone has inputs on the policy proposals for IPv4 Inter-RIR
transfers.

I will be presenting both of them together on Wednesday 19th. If you're not
in Kampala, make sure to participate remotely (
https://www.internetsummit.africa/en/participate-remotely), so we can
resolve any doubts on the spot.

This is a key issue for AFRINIC, which now is the *only* RIR not allowing
those transfers.

AFRINIC is soon (probably around end of this year) entering in exhaustion
phase 2, so it will become more and more difficult to obtain IPv4. If
transfers from other regions aren't allowed, this will be an added
difficulty for the Internet growth in the region, and increase the
difficulties for the continued IPv6 deployment.

The region needs this policy *now*, because the implementation requires
several months as there is a need to coordinate with the systems of the
other RIRs, in order to ensure a transparent transfers process.

So, what is your opinion?
