[rpd] plea to the participants in the Inter-RIR resource transfer policy proposal

Hi all,

As you know, I've submitted TWO proposals.

1) AFPUB-2019-v4-001-DRAFT01 (https://www.afrinic.net/policy/proposals/2019-v4-001-d1#proposal). This will allow only to transfer *legacy* resources. This means that AFRINIC will be *only* able to transfer resources with LACNIC and RIPE. With APNIC, it will be limited to legacy ones as well. But we will not be able to transfer resources with ARIN, because lack of reciprocality.

2) AFPUB-2019-v4-002-DRAFT01 (https://www.afrinic.net/policy/proposals/2019-v4-002-d1#proposal). Is the one that will allow transfers with *ALL* the regions.

1 is a good step, but not the best one. As explained before (and will explain in my presentation tomorrow with *numbers*) the *major* "donator" of IPv4 addresses is ARIN.

If we want to have, we should reach consensus on 2 better than 1. If both proposals reach consensus is also good, because 2 supersedes 1.

For the co-chairs to be able to "measure" consensus in a much easier way, you need to clearly stated in your emails if you support 1, 2 or both.
