[rpd] inputs on IPv4 Inter-RIR policy proposals

We need evaluate this policy, Why the transfer?
Africa region is a growing economy and require the resources for its
growth. This policy will allow transfer of resources out of the region and
time will come when the resources are needed. These resources will not be
available. When it came to Internet adoption, Africa was the last and hence
let's not divert from the values of the creation and allocation of the
blocks to Africa.

Based on the fact that the resources were allocated to Africa, I believe
the resources are needed for the region.

Before we proceed to discuss this policy, there is a need to review
resource allocation blocks and there utilisation. In case there is no
review, the best thing is to get a review of the utilisation of resources
and the resources that are not utilised be returned to the pool.

This will shape the discussion of this policy.
