[rpd] Nomcom request for feedback

Based in this outcome isn't it proper to define a clear roadmap from the
announcement of positions to publishing of names of candidates. If one
argues that there are already  already laid down guidelines then how are
deviations from these guidelines handled. This will boost the confidence of
future volunteers because it is stands I think the candidates trust has
dwindled a little bit on the fairness of the current system. A quick
response from noncom should douse this perception.
