[rpd] Sami's status as a co-chair

We do appreciate volunteers in the community as this is the bedrock of the
Afrinic workforce. However we must also follow best practices as we have
seen time and time again they are scenarios where common sense can be used
rather than looking helter skelter for a document that references every
blessed situation we find ourselves in.
If the status of the Co chair has expired prior to decisions made in
Hammammet then it is just to say the outcome of decisions in Hammammet were
affected directly or indirectly and the big question will be that shouldn't
those decisions be null and void probably till this issue is fixed.
