Sami’s status was an unfortunate oversight to the best of my knowledge. I don’t know of anyone who has stated a contrary opinion or belief.

Prior to making such an accusation, I think one must analyze it from the perspective of “qui bono” — Who benefits?

The proponents of the proposal do not benefit because it calls the decision into question.
The opponents do not benefit because it does little to help the opposition while creating additional uncertainty and chaos around the process.

IMHO, the clear answer in this particular issue is “nobody”. If nobody benefits, it’s unlikely to be a deliberate act.

Maybe yes, maybe no. IMHO, we have to ask “is there any possibility the decision would be different if Sami hadn’t participated as a chair?” For anything where the answer is a clear no, then there’s little point to voiding the decision.

Really, there’s only one controversial decision. I agree that one should be voided, but I’m not sure that Sami should be considered the primary reason to void said decision. Certainly a contributing factor, but given the strong opposition, a consensus declaration was simply out of order anyway.

If the decision to declare consensus and send to last call is voided, then the proposal returns to the list. If it isn’t updated before April, it dies its much needed death.
