Hi Jordi,

I read AFPUB-2018-V6-002-DRAFT01.  From what I understand it is about 
PD.  The proposal attempts to clarify the meaning of third parties by 
specifying that a PD is not a sub-assignment.  What is the meaning of 
"end-sites"?
