definitely yes. if you award a seat to the person who happens to be
available, don't be surprised at the result. sometime, it turns out quite
good (e.g. some PDP co-chairs of recence)

term limit for board member. and perhap nomcom need more resource and time
to actually go out recrut good candidat.

that just a bonus. but to be faire, if AFRINIC get into a situation where
it business model must change bigly to say along line of so entreprise
software, when that time come, technical skill in that area may be good
thing to have on board.
