[rpd] New Policy Proposal - "Anti-Shutdown (AFPUB-2017-GEN-001-DRAFT-01)"

Playing the gendarme is absolutely not the role of AFRINIC. This proposal
of policy will push AFRINIC to engage a fight of which it has absolutely
not the arms to do it. We have better things to do, such as looking after
how the public resources managed by AFRINIC are used. Or how to increase
the rate of Internet penetration in different regions of Africa. I would
therefore ask the authors to humbly withdraw their proposal so that more
constructive discussions can be held.

Afrinic can support any initiative, for the fight against the extinction of
the Internet or create a petition in this order of idea, we can all support
such an initiative. But in no case support a going-for-war action.

Regards

Arnaud
