Hi

Few questions:

1, "where usage is not in compliance with the RSA"

As far as I understand how IPv4 policy being written, as long as there
is a technical need to use the IP, Afrinic should distribute the
allocation, and lawfulness of the need are not up to the Afrinic's
registration service to decided. If every need is basically acceptable
in the policy, so there will no "usage not in compliance with the
RSA".

2. "there has been a community complaint made against them that
warrants investigation"

Does such complaint need to have hard proof fact in which contain
legally obtained information? If not, I think by human nature,  people
will be starting reporting their competitors, in which effectively
cost Afrinic and their competitor fair large amount of time and money
for each case, and if that amount of time and money being times by
fact of thousand(the amount of current members), then I think it
simply means the end of Afrinic.

The bottom line is, Afrinic is an registration service, not internet
management agency, it only have 4m USD budget and 30 people, if it
start to claim authority over the internet, in which is a vast
industry cross every nation, it will simply break down.

I think what Afrinic should do as a registry, is being an registry,
fairly treating all allocation request, equally treating every member,
base it's operation on fact, without any conspiracy and suspensions
towards community, members, and operate in full transparency.

Most importantly, being a good book keeper, accurate registration
information is what it's fundamental value stands for, not policing or
even governing.

We all want Afrinic stand its long way ahead, let's protect it and
help it do what its built for.
